"The customer is always right" is a pretty good principle to follow. However, whilst the customer may have a very particular requirement in mind, they may also have other needs which you may be able to fulfil.
Take the final of The Apprentice. Sir Alan had two very strong candidates for, apparently, only one job. They were quite different personalities, with different strengths. Anyway, he actually employed them both, not wanting to waste the talent of the runner-up.
So there may be times when you have a 'product' to offer which is not the one asked for but which the client also wants. The difficulty is to pay appropriate attention to the declared requirement whilst opening up other possibilities. How you do that will depend on the personalities involved and the nature of the business.
For example, if you cannot supply the image wanted, you might offer to discuss what would be required, using other images to hand (hopefully, carefully selected), as a basis for discussion.
Pay-offs may not be immediate but the client will have seen a range of your material and may come back later.
